Achievements: Developed Overall Goal for 19.6 billion Dollar Hudson Tunnel Project (HTP) which will build two new rail tracks under the Hudson River and rehabilitate the existing North River Tunnel,
resulting in four modern tracks between New York and New Jersey. Worked with engineers and leadership to breakout scopes and identify NAICS for thousands of work items to assess availability of DBEs to perform the available work. Developed first-ever DBE Program to secure funding for the project. Researched similar projects nation-wide to develop Step-two adjustment and performed on-going public outreach to facilitate public involvement. Prepared and presented Overall Goal Analysis and recommendations to New York Mayors office
for consideration and comment.

Achievements: Assisted the DOT with responding to and closing deficiencies identified in their FTA and FHWA DBE Program reviews. Worked with ODOT to update their DBE program, develop compliant Overall Triennial DBE Goals and compile Uniform Reports for submission to both funding agencies. Developed a strategy to confirm capacity for DBE certified construction firms and collect regular updates regarding equipment and key personnel changes.

Achievements: Organized, facilitated and presented at Small Business Summit on behalf of OCTA and Caltrans with over 300 small business participants. Recognized model DBE Program and best practices utilized by a number of direct-recipient agencies. Partnered with FTA to host first Region 9 Civil Rights DBE Seminar for direct recipients and introduced the “Hot-Topic” platform utilized by FTA’s Office of Civil Rights to communicate. Introduced enhanced RN measures in response to achieving parity and removing barriers to entry. Facilitated 274 matchmaking sessions between Primes and SB/DBEs at most recent Annual Small Business Event.
