California High-Speed Rail Authority Project Delivery Support Team

 Client: AECOM-Fluor J.V.  

Services Provided: Small Business Program Development, Outreach and Compliance, Labor Compliance, Community Benefits Agreement, Title VI, Sub Management Services, PMO, and Forensic Claims Services.

Achievements: 33% Small Business participation against a 30% goal; 22% DBE participation against a 10% goal.

Tri-Valley – San Joaquin Valley Regional Rail Authority

Client: AECOM 

Services Provided: DBE Program and PLA/Labor Compliance Consulting Services.

Achievements: Developed the Authority’s first Overall Triennial FTA Goal; improved DBE participation in specialized work areas.

Gateway Development Center (GDC)

Client: Gateway Development Commission  

Services Provided:  DBE Program Development, DBE Overall Goal Development and Public Facilitation, Contract-Specific Goal Development

Achievements: Developed Overall Goal for 19.6 billion Dollar Hudson Tunnel Project (HTP) which will build two new rail tracks under the Hudson River and rehabilitate the existing North River Tunnel,

resulting in four modern tracks between New York and New Jersey. Worked with engineers and leadership to breakout scopes and identify NAICS for thousands of work items to assess availability of DBEs to perform the available work. Developed first-ever DBE Program to secure funding for the project. Researched similar projects nation-wide to develop Step-two adjustment and performed on-going public outreach to facilitate public involvement. Prepared and presented Overall Goal Analysis and recommendations to New York Mayors office

for consideration and comment.

Oklahoma Department of Transportation (ODOT)

Client: Oklahoma Department of Transportation 

Services Provided: DBE Directory/Certification Validation, DBE Program Development, Overall Goal and Uniform Reporting 

Achievements: Assisted the DOT with responding to and closing deficiencies identified in their FTA and FHWA DBE Program reviews. Worked with ODOT to update their DBE program, develop compliant Overall Triennial DBE Goals and compile Uniform Reports for submission to both funding agencies. Developed a strategy to confirm capacity for DBE certified construction firms and collect regular updates regarding equipment and key personnel changes.

Client: LA METRO 

Services Provided:  Labor Compliance Monitoring Services Bench 

City of Norwalk

Client: City of Norwalk

Services Provided: Disadvantaged Business Enterprise (DBE) Program consulting services to support the development and updating of procurement solicitation language and contract templates, ensuring alignment with the DBE requirements outlined in 49 CFR Part 26. 

Orange County Transportation Authority (OCTA)

Client:  Padilla & Associates, Inc. 

Services Provided: DBE Program Support Service  

Achievements: Organized, facilitated and presented at Small Business Summit on behalf of OCTA and Caltrans with over 300 small business participants. Recognized model DBE Program and best practices utilized by a number of direct-recipient agencies. Partnered with FTA to host first Region 9 Civil Rights DBE Seminar for direct recipients and introduced the “Hot-Topic” platform utilized by FTA’s Office of Civil Rights to communicate. Introduced enhanced RN measures in response to achieving parity and removing barriers to entry. Facilitated 274 matchmaking sessions between Primes and SB/DBEs at most recent Annual Small Business Event.

Services Provided: Inclusivity, Workforce, and Economic Impact Support Services for the CIP 

Southern California Regional Rail Authority (SCRRA)

Client:  Southern California Regional Rail Authority  

Services Provided:  DBE Program and PLA/Labor Compliance Consulting Service 

Achievements:  Developed innovative approaches to improve DBE participation in highly specialized work areas, specifically on task order and job order contracts. Developed internal and external trainings to educate stakeholders, DBEs, SCRRA staff and bidder and proposer communities of the DBE Program requirements. Developed SCRRA’s Mentor Protégé Plan requirements and reporting structure. Developed an aggressive outreach and supportive services plan to widen the pool of DBE firms available for the recently awarded bundled contract and SCORE contracts. Developed an efficient tracking system to manage DBE Program implementation.
