With more than 40 years of collective experience, our consultants have supported major agencies including the California Department of Transportation, Orange County Transportation Authority, Southern California Regional Rail Authority, Gateway Development Center, Los Angeles Metro, and the California High-Speed Rail Authority (CHSRA).
For CHSRA, JCG played a leading role in the development and negotiation of its landmark Project Labor Agreement — the first statewide transportation PLA involving multiple county-based labor unions. Our work included drafting a foundational white paper, facilitating labor negotiations, and developing an implementation framework aligned with federal and state labor regulations, including Davis-Bacon and State Prevailing Wage requirements. This agreement introduced a Construction Careers Policy and successfully integrated CHSRA’s internal compliance functions without disrupting ongoing operations.
