Jaquith Consulting Group, Inc. Our team further advises agencies on Project Labor Agreement (PLA) development and labor compliance, drawing on more than 40 years of collective experience supporting clients such as Caltrans, LA Metro, OCTA, SCRRA, Gateway Development Center, and the California High-Speed Rail Authority (CHSRA).
For CHSRA, JCG played a central role in developing and negotiating the nation’s first statewide transportation PLA spanning multiple county-based labor unions. Our work included drafting a foundational white paper, facilitating union negotiations, and creating an implementation framework aligned with federal and state labor requirements, including Davis-Bacon and prevailing wage laws. Complementing our advisory services, JCG deploys practitioner-designed software platforms that automate compliance tracking and reporting across SB, DBE, DVBE, WBE, MBE, EEO, and labor requirements—reducing manual effort while ensuring full regulatory alignment.
