For CHSRA, JCG played a central role in developing and negotiating the nation’s first statewide transportation PLA spanning multiple county-based labor unions. Our work included drafting a foundational white paper, facilitating union negotiations, and creating an implementation framework aligned with federal and state labor requirements, including Davis-Bacon and prevailing wage laws.
