Who are we?

Jaquith Consulting Group is a woman- and minority-owned, certified Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE). As a multi-disciplinary management consulting firm, we bring extensive experience in the construction and public works industry, supporting state, federal, and local government agencies—as well as private sector clients—in the development and implementation of compliance programs across multi-billion-dollar transit initiatives.

We specialize in designing and implementing Small Business and DBE Programs. Our services include developing strategic outreach campaigns, setting overall SB/DBE goals, crafting solicitation and contract language, conducting Good Faith Effort reviews, ongoing monitoring and enforcement, and streamlining compliance reporting. We also support the creation of sub-recipient agreements and field monitoring instruments to ensure thorough and successful program execution.

Jaquith Consulting Group also provides community liaison services and public outreach strategies, bridging the gap between transit agencies and impacted communities. Leveraging both conventional and digital communication methods, our approach combines local understanding with deep project experience across some of California’s most high-profile infrastructure projects. Through innovative technology and data analysis, we help clients extend their outreach efforts and strengthen diversity-focused initiatives.

Our team has extensive experience advising transit agencies on Project Labor Agreement (PLA) development and labor compliance. With over 40 years of collective expertise, our consultants have supported clients such as the California Department of Transportation, Orange County Transportation Authority, Southern California Regional Rail Authority, Gateway Development Center, Los Angeles Metro, and the California High-Speed Rail Authority (CHSRA).

For CHSRA, JCG played a leading role in developing and negotiating its groundbreaking PLA—the first statewide transportation PLA involving multiple county-based labor unions. Our contributions included drafting a foundational white paper, facilitating union negotiations, and developing an implementation plan that aligned with federal and state regulations including Davis-Bacon and State Prevailing Wage requirements. This landmark PLA introduced a Construction Careers Policy and integrated CHSRA’s internal compliance functions without disrupting operations.

JCG’s President has led labor compliance program development across numerous multi-billion-dollar infrastructure projects for more than two decades. We have successfully guided contractors in meeting timely submittals and regulatory requirements while fostering strong working relationships with the California Department of Industrial Relations and the U.S. Department of Labor. This experience positions us to effectively navigate and mitigate complex labor compliance challenges.

To support our clients’ compliance and reporting needs, Jaquith Consulting Group deploys innovative, practitioner-designed software systems. These tools automate tracking for Small Business, DBE, DVBE, WBE, MBE, and EEO program requirements, reduce manual effort, and generate comprehensive, regulation-compliant reports.
