Jaquith Consulting Group staff have extensive experience in providing Project Labor Agreement (PLA) development guidance to large-scale transit Agencies in California. The firm staff brings over forty (40) years’ experience advising public transportation sector clients in developing, administering, and operating standards which are compliant with federal and state laws. Past transportation sector clients that JCG staff served include the California Department of Transportation, the Orange County Transportation Authority, Southern California Regional Rail Authority, Gateway Development Center and California High-Speed Rail Authority (CHSRA) with the development and administration of their respective DBE and Labor Compliance Programs, and PLA’s.
JCG staff assisted the CHSRA in the development and negotiation of its PLA. Our staff was with the CHSRA executive staff from the beginning: producing a White Paper, negotiating an agreement with the Building Trade partners that best addressed and met the CHSRA project needs, and developing an implementation plan that was in place by the time the first construction package was released for procurement. Notably, the CHSRA PLA was the first state-wide transportation PLA with multiple county-based labor unions which incorporated a federal and local hire and introduced a Construction Careers Policy. Its implementation also took existing CHSRA compliance department staff into consideration, ensuring their seamless integration and not disrupting the Agency operating procedures and obligations to Federal Davis-Bacon, State Prevailing Wage and other oversight requirements.
The CHSR PLA was a landmark policy in the transportation industry that set the roadmap for the Metropolitan Transportation Authorities (MTA), for which Jaquith staff was also consulted on.
